Contraventional liability arises when a legal person or a natural person commits a contraventional act, regardless of the form: by action or inaction. Contraventional acts are briefly called contraventions. These are ascertained and sanctioned by minutes issued by the competent bodies.
The simple contestation of the contravention report by filing an action in court or the simple assertion of the person that the contested report does not correspond to reality or is unfounded, does not lead to the admission of such an action as long as no evidence is administered in this regard . The legal value and probative force of the disputed administrative act is relative, but the overturning of the presumption of truth falls on the violator.
